He noted that a <br />significant portion of the sand ridge is encompassed within the <br />disputed area anti that the State has suggested that development <br />be held down to a minimum in these areas because the sand ridge <br />is essential to water regeneration. He believed that the <br />Planning staff has done a good job here and if there have been <br />some questions raised about integrity or intents, then apologies <br />are hereby made. Mr. Taylor stressed that the Board's <br />constituency is urging them to designate this area as LD -1. <br />W. R. Brooche, 6185 65th Street, spoke on average densities <br />and the open spaces that lower the average densities and gave the <br />analogy of one man standing with one -foot in hot water and the <br />other foot in a bucket of ice, so on the average, he was <br />comfortable. <br />Anders Nyquist, owner of property in the area, voiced his <br />objections to the downzoning for the following reasons: 1) North <br />Winter Beach Road is designated a primary collector*on the <br />County's Thoroughfare Plan; 2) The majority of this land lies a <br />short distance from U.S. #1 and Old Dixie Highway; 3) The -new <br />golf course will be near; 4) A new high school is being proposed <br />for that area; and 5) The elevation of the sand ridge is very <br />high and there is no problem with drainage. If the County. <br />Commission determines that a compromise change should be made <br />with the Progressive League, then he would suggest that they <br />approve the County Planning staff's recommendation to rezone only <br />the property west of the Lateral G Canal to Kings Highway from <br />RS -6 to RS -3. _ <br />Ted Herzog, representing Larue Equities, Ltd., an interest <br />holder of property in the area, pointed out that the purpose of <br />this meeting is to establish general guidelines and that the <br />47 <br />
