ATTACHMENT B <br />SCOPE OF WORK <br />Funding is provided to perform eligible activities as identified in the Emergency Management <br />Performance Grants (EMPG) Program Funding Opportunity Announcement (FOA) The intent of this <br />Agreement is to complete the following allowable activities <br />I. EO and Project Description <br />EO N2 — Citizen Corps and Community Emergency Response Team (CERT) Program — <br />The Citizen Corps mission is to bring community and government leaders together to <br />coordinate the involvement of community members and organizations in emergency <br />preparedness, planning, mitigation, response, and recovery <br />The FY 2014 Citizen Corps Program (CCP) funds provide resources for States and local <br />communities to <br />• Bring together the appropriate leadership to form and sustain a Citizen Corps Council <br />• Develop plans, such as emergency operations plans (EOP) to achieve and expand <br />citizen preparedness and participation <br />• Conduct public education and outreach <br />• Ensure clear, timely, and accessible alerts/warnings and emergency communications <br />with the public <br />• Develop training programs for the public, including special needs populations, for both all - <br />hazards preparedness and volunteer responsibilities <br />• Facilitate citizen participation in exercises <br />• Implement volunteer programs and activities to support emergency responders <br />• Involve citizens in surge capacity roles and responsibilities during an incident in <br />alignment with the Emergency Support Functions and Annexes <br />• Conduct evaluations of programs and activities <br />II. Categories and Eligible Activities <br />Eligible activities are outlined in the Scope of Work for each category below FY 2014 EMPG <br />allowable costs are divided into the following categories <br />• Planning <br />• Training <br />• Exercise <br />• Equipment <br />Each category's allowable costs have been listed below Eligible activities should support the <br />above approved projects <br />A. Planning <br />Planning spans all five National Preparedness Goal (the Goal) mission areas and provides a <br />baseline for determining potential threats and hazards, required capabilities, required resources, <br />and establishes a framework for roles and responsibilities Planning provides a methodical way to <br />engage the whole community in the development of a strategic, operational, and/or community- <br />based approach to preparedness <br />20 <br />
