Wednesday, July 29, 1986 <br />The Board of County Commissioners of Indian River County, <br />Florida, met in Regular Session at the County Commission <br />Chambers, 1840 Z5th Street, Vero Beach, Florida, on Tuesday, <br />July 29 1986, at 5:01 o'clock P.M. Present were Don C. <br />Scurlock, Jr., Chairman; Patrick B. Lyons, Vice Chairman; Richard <br />N. Bird; and Margaret C. Bowman. Absent was William C. Wodtke, <br />Jr., who was out of state. Also present were Charles P.
