Schopke must use ESI, <br />unless the County lets him out of it. He believed that the <br />County can legally force Schopke to use ESI. <br />Chairman Scurlock pointed out that the minutes of the <br />meeting of July 2, 1986 reflect that Schopke agreed to use ESI. <br />General Services Director Sonny Dean advised that represen- <br />tatives from Schopke Construction Co., Frizzell Architects, Dean <br />Products (Southern Steel), and Electronic Systems, Inc, are in <br />attendance today, but as of this hour, the General Contractor has <br />not informed the County as to which firm they intend to <br />substitute for ESI. <br />Victor'Crosby, Project Manager for Schopke Construction, <br />admitted that they agreed to use ESI at the July 2nd meeting, and <br />that agreement was made in good faith, but since then, they have <br />found ESI to be hostile and uncooperative and do not wish to have <br />them on the project. He reported that Warren Speakman, President <br />of ESI had used some very offensive language during a recent <br />telephone call, and maintained that ESI deliberately withheld <br />their price quote until they were locked into the job. <br />Mr. Crosby reported that he has received two separate quotes <br />that are in the neighborhood of $100,000-$125,000, compared to <br />ESI's quote of $160,000. He urged the Board to allow Schopke to <br />substitute Environmental Conservation Systems, Inc. (ECSI) of <br />Belleville, New Jersey, in place of ESI. <br />Chairman Scurlock asked Mr. Crosby point blank if the firm <br />they were proposing to use (ECSI) is on the approved list, and <br />Mr. Crosby said it was not, and stressed that the matter at hand <br />is to prove the unfitness of ESI as a sub subcontractor for this <br />project. After that point, if the Board shoots down ESCI, he is <br />prepared to immediately seek the services of a firm that is <br />approved. <br />52 <br />
