kessler consulting inc. <br />Innovative waste solutions <br />EXHIBIT A — WORK ORDER NO. 1, AMENDMENT 1 <br />AMENDED SCOPE OF WORK <br />FOR <br />SOLID WASTE PROCUREMENT SERVICES <br />BACKGROUND <br />Through Work Order No. 1, Kessler Consulting, Inc. (KCI) is assisting Indian River County (County) with <br />procuring solid waste collection services, as well as providing additional solid waste technical assistance <br />as requested. KCI has worked interactively with County staff to develop a procurement strategy. Based <br />on that strategy, KCI developed a draft Request for Proposals (RFP) and draft Franchise Agreement. <br />Multiple reviews were conducted by County staff and feedback was provided to KCI through several <br />conference calls and written comments before the procurement package was finalized. On December <br />16, 2014, the Board of County Commissioners authorized staff to publish the RFP. The RFP was <br />published on January 6, 2015. <br />A greater level of assistance was required of KCI in development of the procurement strategy and <br />package than anticipated. KCI assisted with various tasks that were either not anticipated or required a <br />greater level of effort than projected. These tasks included redefining service areas to balance customer <br />counts, evaluating and discussing options for single stream recycling, integrating Fellsmere into the <br />procurement, developing multiple service scenarios and options (54 different combinations of service <br />pricing), and evaluating franchise fee documentation in order to estimate vendor service levels for RFP <br />price evaluation. These additional technical services were provided for under Tasks 2 and 3 of Work <br />Order No. 1. <br />The County has requested KCI to continue providing additional solid waste services as an extension of <br />Work Order No. 1. The purpose of this amendment is to incorporate these additional and related <br />services into Work Order No. 1 as Tasks 4-8. <br />AMENDED SCOPE OF SERVICES <br />Task 4 — Single Stream Conversion <br />KCI will assist the County with developing and implementing a strategy for converting to single stream <br />recycling. Anticipated activities include the following: <br />• Conduct a site visit to the County's facility and provide recommendations for facility <br />modifications that would enable a larger volume of recyclables to be managed and transferred. <br />• Identify vendors/facilities that could potentially accept, process, and market the County's single <br />stream recyclables. <br />• Facilitate calls or meetings with vendors to identify those offering the most viable processing <br />solution for the County. <br />14620 N Nebraska Ave , Bldg D, Tampa, FL 33613 I Tel 813.971.8333 I Fax• 813.971.8582 1 www kesconsult.com <br />?M\WO6:K ORDER 1 .mend 1 v' <br />
