FF__ <br />SEP 2 1966 <br />BooK 65 F,m-H 552 <br />Utilities Director Terry Pinto advised that we have had some <br />requests for North Beach Water Company to service Summerplace, a <br />residential area, ever since the plant went on line almost 3 <br />years ago, and their reluctance to do so has caused concern on <br />our part that they are only interested in serving their <br />communities, but not their service area which includes <br />Summerplace and Ocean Air Heights. <br />Chairman Scurlock noted that North Beach did, in fact, send <br />out a letter to the residents of Summerplace asking if there was <br />interest in this particular service, and there was a very good <br />response. However, that information has never been conveyed to <br />the County Utilities Dept. He reported that he and Director <br />Pinto are meeting with Bill Sundstrum of North Beach Water next <br />week about their going outside their service area to service <br />Indian Trails, without any authority or even any discussion. He <br />believed there were certain agreements in their franchise that <br />requiref them to service their territory before expanding service <br />to outside areas. He would like to see our Legal Dept. begin <br />---putting itself in a position to litigate this matter if it <br />-= becomes necessary. <br />Director Pinto recommended that they be brought to a public <br />hearing to explain why they are not servicing the areas for which <br />---_-.they are granted, and that we start looking a.ttaking over all of <br />the -water and wastewater systems on the beach and putting them <br />under the County system. <br />Commissioner Wodtke questioned the proposal for engineering <br />services, and Director Pinto explained that the proposal is to <br />evaluate the North Beach Water plant, the Marsh Island water <br />plant, Sea Oaks wastewater plant, and Baytree, and to look at the <br />present cost and analyze construction costs. Staff is somewhat <br />concerned about the values presented by the company as to what <br />the planbcosts, and feel that they have put things into the <br />construction and engineering of construction that should have <br />been picked up by the developer.
