the developer could request a higher density through a PRD <br />review, which would require another set of public hearings. <br />Chairman Scurlock asked if it might be possible for the <br />developer to obtain a permit from the Farms Drainage District to <br />place a bridge over the.canal to obtain access to the development <br />from Kings Highway. <br />Public Works Director Jim Davis could not speak for the <br />Farms Drainage District, but felt that it would be very difficult <br />to obtain a permit to place a bridge across the canal at that <br />point because of its proximity to the existing bridge at 16th <br />Street, whi.ch is -.too narrow and does -not meet current - <br />requirements. - <br />Chairman Scurlock pointed out how difficult it is to see <br />over the guardrails on those bridges to check for oncoming <br />traffic before pulling out'on Kings Highway, and Director Davis <br />stressed that Kings Highway is a: -problem in itself and the County <br />needs to expand it westward. <br />Samuel Block, attorney representing Ralmar Associates, Inc., <br />the parent company of Ralmar Realty, circulated two color -coded <br />maps of the area bounded by 43rd Street on the east, K-ings <br />Highway on the west, SR -60 on the north and 16th Street -to the <br />south. One map depicts the densities under the Comprehensive <br />Land Use Plan and the other shows the current zoning districts. <br />Attorney Block emphasized that the property in this area was <br />zoned R6 in 1957, long before the Comp Plan was adopted and long <br />before all the fancy zoning districts were established. When the <br />Comp Plan was adopted in 1982, the whole area from 43rd Avenue to <br />Kings Highway, except for the commercial along SR -60, was <br />designated at LD -2. He felt that 16th Street seems to be a <br />dividing line between RS -3 on the south and RS -6 to the north. <br />Referring to the map showing the zoning districts, he noted that <br />all of the districts are standard, single-family residential <br />zoning, with the exception of the A-1, which is an agricultural <br />holding area.
