He passed out <br />a blown -up aerial view of the area and stated that this damage <br />was not intentional. The need for a permit was not necessary <br />because their intention was not to go anywhere near the <br />mangroves. He admitted that they did cut off the limb of the <br />black mangrove because it hung over the water, but they did treat <br />the cut afterwards. <br />Art Challacombe, Chief of Environmental Planning, believed <br />that 5 red mangroves were broken to a point where they will not <br />survive; however, he felt the black mangroves will survive. <br />Mr. McNeil stated they would be glad to add to the number of <br />mangroves.being replaced, and Chairman Scurlock could not see <br />fining someone for damage due to an accident. <br />MOTION�WAS MADE by Commissioner Lyons, SECONDED by <br />Commissioner Bowman, that the Board accept the <br />mitigation and ask for additional mitigation and <br />to insure their growth for 5 years. <br />Under discussion, Mr. Challacombe confirmed that it would <br />not take that much of staff's time to monitor the mitigation and <br />the maintenance. <br />THE CHAIRMAN CALLED FOR THE QUESTION.
