Keating, AICD REFERENCES: Sandridge Golf <br />Planning & Development DIS•BOB <br />Director <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of September 2, 1986. <br />DESCRIPTION &'CONDITIONS: <br />On August 22, 1986, Acting County Administrator Tommy Thomas <br />directed the Planning Department to prepare the necessary <br />information for the Board of County Commissioners to address <br />several issues relating 'to the Sandridge Golf Course traffic - <br />impact fee determination at their regular meeting of September <br />2, 1986. The four issues referenced in the August 22 memo are <br />as follows: - <br />(1) Describe procedures followed which resulted in two <br />different fees for the golf course. <br />(2) Explain why necessary procedures were not followed in <br />establishing the proper criteria for golf course <br />impact fees. <br />(3) Check with consultants to determine why golf courses <br />were overlooked and determine how other counties have <br />addressed impact fee charges for golf courses. <br />(4) Explain why no procedure was established for charging <br />impact fees for mining operations. <br />Prior to addressing each of the above -referenced issues, it is <br />necessary to review the history of this issue. As depicted on <br />the attached sequence of events, a number of questions have <br />arisen since the adoption of the County's fair share traffic <br />impact fee ordinance. These questions, reflected in memos from <br />Tommy Thomas to the Planning Department, ranged from whether a <br />traffic impact fee should apply to the County golf course, how <br />the fee for the golf course was established, and whether proper <br />procedures were followed in this matter. <br />Some of these questions were addressed in -a July 14, 1986 memo <br />from the planning staff to Mr. Thomas. Supplementing -that memo <br />and attached to this memo are highlighted copies of excerpts <br />from the adopted traffic impact fee ordinance, minutes of the <br />January 8 and January 22, 1986 public hearings on adoption of <br />42 <br />
