I <br />Wednesday, September 3, 1986 <br />The Board of County Commissioners of Indian River County, <br />Florida, met in Special Session at the County Commission <br />Chambers, 1840 25th Street, Vero Beach, Florida, on Wednesday, <br />September 3, 1985, at 5:01 o'clock P.M. Present were Don C. <br />Scurlock, Jr., Chairman; Patrick B. Lyons, Vice Chairman; Richard <br />N. Bird; Margaret C. Bowman; and William C. Wodtke, Jr. Also <br />present were L. S. "Tommy" Thomas, Acting County Administrator; <br />Charles Vitunac, Attorney to the Board of County Commissioners; <br />Joseph Baird, OMB Director; and Virginia Hargreaves, Deputy <br />Clerk. <br />Chairman Scurlock called the meeting to order and announced <br />that the purpose of this meeting is to consider and adop-t the <br />Tentative Budget for fiscal year 1986-87. He explained to those <br />present the procedure that would be followed during the hearings <br />on the various funds, explaining that it is a pretty involved <br />process with a number of things prescribed by law, but County <br />Attorney Vitunac has come up with a way we can do it in a timely <br />fashion and not take any longer than we really need to. First <br />the OMB Director will review all the taxing funds which levy <br />millages; we then will open the public hearing on all those items <br />to get the public input; and after the hearing is closed, we will <br />have one motion to cover adopting the tentative millages and <br />budgets for those items.
