F7� <br />Attorney Vitunac confirmed that this actually is strictly a <br />tax and is not based on services rendered. <br />Mr. Doman believed this year more than others there have <br />been increases in gas taxes and many other taxes, and it just <br />seems like it is the year to get a much larger piece of <br />everyone's income. He noted that he cannot charge his patients <br />more because they are on a fixed income. <br />The Chairman asked if anyone further wished to be heard. <br />There were none. <br />ON MOTION by Commissioner Lyons, SECONDED by <br />Commissioner Bowman, the Board unanimously closed <br />the public hearing. <br />Commissioner Bird wished to comment that he felt in future-' <br />years when preparing the budget, we ought to give consideration <br />to entering into a more aggressive program of installing street <br />lights at major intersections. He felt there is a definite - <br />safety and security factor involved and possibly we haven't been <br />aggressive enough in this regard. <br />The Chairman felt we might want to ask the Transportation <br />Planning Committee to look into this and do an analysis county- <br />wide. He felt the biggest factor is that we must be consistent <br />and have standard criteria. <br />Commissioner Lyons advised that we do have criteria for such <br />lights, and it is just a question of possibly relaxing the <br />criteria a little so that more lights could be justified. He <br />felt the Committee could look into this. <br />Discussion ensued in regard to an appropriate Motion, and <br />question arose as to whether we need to have a Motion for each <br />fund or one Motion for all the funds just discussed and read into <br />the record by the OMB Director. <br />OMB Baird advised that it was the Attorney's opinion this <br />could taken care of in one Motion, and Commissioner Wodtke <br />15 <br />SEPI BOOK 65 F1GF.
