law enforcement budget. We did not add programs to any great <br />extent, but some funding had to increase because of the drop in <br />grant monies and Federal Revenue Sharing. <br />Commissioner Bird concurred that if you consider all the <br />various budgets relating to law enforcement, it involves a <br />tremendous amount of money. <br />Chairman Scurlock pointed out also that the Commission is <br />committed to a catch-up program with the Sheriff, and he believed <br />that the portion of our budget directed towards law enforcement <br />will be with us for some time to come and will increase. Much of <br />this is mandated programs - we cannot say we wi-II not build <br />additional jail facilities or will not have additional <br />correctional officers, etc. Law enforcement is one of the <br />primary functions of government. <br />Commissioner Lyons wished to point out that we have again - <br />underestimated the problems in law enforcement for the coming <br />year. The apprehension of criminals because of the cocaine <br />situation again has outstripped our projections and some of the <br />money meant to be used for road deputies will have to be used for <br />additional guards. We have not figured enough jail capacity; our <br />projections cannot catch up with the accelerated crime._ <br />Commissioner Wodtke noted that we not only are not getting <br />any additional funds from state or federal sources, we are <br />getting even less, and we cannot count on receiving the $300,000 <br />or so in Federal Revenue Sharing funds as we have in the past. <br />OMB Director Baird then discussed the problem involved with <br />the Property Appraiser's budget. He advised that the Property <br />Appraiser originally submitted a budget totaling $1,128,959, and <br />the Board decreased it $12,000. Since then the Department of <br />Revenue has made changes in the Property Appraiser's budget and <br />increased it to $1,134,655, resulting in a difference of $17,696. <br />Commissioner Wodtke asked if the state was aware the County <br />had asked for some deductions, and Director Baird stated they <br />were not and he has been on the phone trying to get it <br />7 <br />SEP 31986 BOOR <br />
