Bird <br />Commissioner <br />SUBJECT: Report on "Crack" Cocaine <br />Symposium <br />REFERENCES: <br />I attended a "crack" cocaine symposium today at the Expo Center <br />in Orlando, Florida. This symposium was put together by Senator <br />Lawton Chiles. There were between 400-500 people in attendance <br />made up of law enforcement people, elected officials, school <br />board members, concerned and interested citizens, and heads of <br />various other organizations. <br />The main message that Senator Chiles was trying to get across was <br />the fact that we are probably right now in the midst of the worst <br />drug epidemic in the history of the United States. The problem <br />is nationwide. This is coming in a new way of using a drug <br />called "crack" cocaine. The things that makes "crack" cocaine so <br />lethal and dangerous in comparison to other drugs we have had to <br />deal with in the past years, are: <br />1. It can be produced easily. It is a simple process to take <br />pure cocaine, mix it with water and baking soda and bake it <br />until it hardens; then it is cracked up into rocks <br />or cracked pieces which is then smoked in various types of <br />smoking devices and inhaled by the user.- It's simple <br />_ production makes it dangerous. <br />44 <br />
