Wednesday, September 10, 1986 <br />The Board of County Commissioners of Indian River County, <br />Florida, met in SpecialSessionat the County Commission <br />Chambers, 1840 25th Street, Vero Beach, Florida, on Wednesday, <br />September 10, 1986, at 5:01 o'clock P.M. Present were Don C. <br />Scurlock, Jr., Chairman; Patrick B. Lyons, Vice Chairman; and <br />William C. Wodtke, Jr. Absent was Richard N. Bird and Margaret <br />C. Bowman was temporarily delayed. Also present were L. S. <br />"Tommy" Thomas, Acting County Administrator; Charles P.
