He believed that new growth is being addressed through <br />impact and user fees. <br />The Chairman opened the public hearing on the funds reviewed <br />by the OMB Director and asked if anyone present wished to be <br />heard. <br />Sam Coleman, 1456 Wynn Cove Dr., felt that $100,000 more for <br />the Property Appraiser is absolutely ridiculous, and he asked if <br />he understood the Board to say that they are not in agreement <br />with his budget.. <br />Chairman Scurlock advised that the Board asked the Property <br />Appraiser to go along with their recommended salary raises but he <br />chose not to. <br />Mr. Coleman noted that he has been unhappy with his <br />assessments; he can seldom get action from the Property <br />Appraiser; and he certainly cannot see why he needs more money <br />for his office. He requested that the Board reduce his budget. - <br />Chairman Scurlock explained that the Constitutional Officers <br />are independent of the Board, and in order to change the Property <br />Appraiser's budget, we would have to appeal to the Gover-nor and <br />Cabinet. The guidelines of what we can do are basically set by <br />the Legislature. If we did move to a charter form of government, <br />we could do some things differently. <br />Commissioner Lyons noted that if you tried to run a business <br />the way the county is set up, you would fail because we have no <br />control over some of the people who are included in our budget. <br />Commissioner Wodtke confirmed that actually we only have the <br />right to say yes or no to about 32% of what is in our budget. <br />This year the Clerk decided to go back to being a fee officer. <br />She collects fees for recordings, filing, court costs, etc., and <br />can function under those fee structures and can establish <br />salaries, personnel policies, etc. The Property Appraiser is <br />entitled to a fee for every piece of property he appraises, and <br />13 <br />BOOK U5 Frig 6 <br />
