December 2015 FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION 14-14979 <br /> RESPONSES TO COMPLETENESS COMMENTS <br /> FPL OKEECHOBEE CLEAN ENERGY CENTER SITE CERTIFICATION APPLICATION <br /> INDIAN RIVER COUNTY (IRC) <br /> I. Traffic <br /> IRC-1. The applicant and its representatives have coordinated with Indian River County <br /> Traffic Engineering and submitted a traffic impact study. Based on that study, Traffic <br /> Engineering and the Public Works Director have determined that an eastbound right turn lane <br /> on SR 60 at the Main Project Entrance is required. That required improvement needs to be <br /> reflected in a revised application section 5.7.2, current page 5-18. Section 6.9.1 (current page 6- <br /> 20)and possibly other figures and/or sections need to be updated accordingly. <br /> RESPONSE: Based on coordination with FDOT, the proposed geometry and projected peak <br /> construction traffic volumes do not require the construction of an eastbound right turn lane on SR 60. <br /> As described in SCA Section 5.7.2, Section 6.9.1, and Appendix 10.7.3, the existing level of service <br /> B for SR 60 will not be degraded during construction or operation of the Project. Traffic during <br /> ' operation of the Project will comply with all applicable non-procedural requirements, including <br /> section 952.06, Indian River County Code and the Transportation Element of the Indian River County <br /> Comprehensive Plan. <br /> More specifically as it relates to an eastbound right turn lane on State Road 60, Section 952 10, Indian <br /> River County Code, requires a turn lane where a project equals or exceeds 75 vehicles during the <br /> peak hour for right turn movements. As stated in Section 6.9.1 of the SCA, estimated traffic volumes <br /> during operation of the Project include approximately 60 total daily trips from all directions. Thus, a <br /> turn lane is not required during operation. FPL does not believe that an eastbound right hand turn lane <br /> is necessary during construction that is temporary; however, based on the request of Indian River <br /> County Traffic Engineering and the Public Works Director, FPL will construct an eastbound right <br /> hand turn lane. FPL will provide the design details prior to certification or via a post certification <br /> submittal. FPL will work with the appropriate reviewing agencies to develop a condition of <br /> certification, if necessary <br /> II. Emergency Services <br /> IRC-2. Section 3.2.8.3 Medical Facilities: The application states "There are nine hospitals <br /> within 30 miles of the Site." A MapQuest sear=ch for road miles, with a starting point at the <br /> Main Project Road/SR 60 entrance,yields the following: <br /> • Indian River Medical Center is 25.2 miles <br /> Sebastian River Medical Center is 34.1 miles <br /> • Lawnwood Regional Medical Center is 35.9 miles <br /> • Raulerson Hospital is 42.2 miles <br /> • Florida Hospital Kissimmee is 66.3 miles <br /> It appears that the section needs to be revised accordingly.With respect to Indian River <br /> County Fire Rescue Station 7,the mileage appears accurate. <br /> RESPONSE: The reference utilized to determine the number of hospitals in the vicinity of the <br /> Project is US Hospital Finder (www.ushospitalfinder.com), not MapQuest. According to the <br /> referenced source, nine hospitals occur within 30 miles of the Site However, based on an apparent <br /> error in the source information, one of the nine, St Lucie Medical Center, is approximately 38 miles <br /> from the Site <br /> i <br /> 10 Attachment 3 <br /> 211 <br />
