SEP 16 1986 <br />BOOK 65 F'b:GE 143 <br />Work & Purpose: The applicant.proposes to construct a <br />private single L-shaped dock, with a 60' x 5' main <br />access pier and 20' x 10' terminal platform. No <br />sewage pump -out or fueling facilities are proposed.. <br />No dredging or filling will be performed. <br />ALTERNATIVES & ANALYSIS: <br />The Planning and Development Division reviews and submits <br />comments on dredge and fill applications to the permitting <br />agencies based upon the following: <br />The Conservation & Coastal Zoning Management'Element of the <br />Indian River Comprehensive Plan <br />- Coastal Zone Management, Interim Goals, Objectives & <br />Policies for the Treasure Coast Region <br />- The Hutchinson Island Planning & Management Plan <br />- The Indian River County Code of Laws and Ordinances <br />- Chapter 16Q-20 of the Florida Administrative Code <br />In reviewing the proposed dockage -projects, only two of the six <br />projects are located in the unincorporated portion of the <br />County. Subsequently, the focus of staff review is on potential <br />County and regional impacts rather- than site-specific impacts; <br />in-depth field inspections of the project sites were not con- <br />ducted. <br />Chapter 16Q-20 of the Florida Administrative Code sets parame- <br />ters for private residential single docks located in the Indian <br />River Aquatic Preserve.- Section 16Q -20.04(5)(b), Florida <br />Administrative Code, sets .forth specific design standards and <br />criteria for private single docks, among which are the follow- <br />ing: 0 ., <br />Any main access dock shall be limited to a maximum width of <br />four (4) feet; and <br />Terminal platform size shall be no more than 160 square <br />feet. <br />Staff has not determined if the docks proposed by Applicant <br />.Krause (No. 31-124105-4) and Applicant Sorensen (No. 31-124109- <br />4) are located in the Aquatic Preserve or if they are to be <br />located on privately owned bottomlands. If the projects are <br />located in the Preserve, the project proposed by Applicant <br />Krause exceeds the above cited design standards and criteria. <br />The remaining four (4) proposed docks are not located in the <br />Indian River Aquatic Preserve and therefore are not subject to <br />Chapter 16Q-20 requirements. <br />No dredging or filling is proposed in the construction of any of <br />the six dockage projects. In that respect, the projects will <br />result in minimal additional impact to areas where private <br />single docks have been previously permitted. <br />Staff has not determined the extent to which the submerged <br />bottomlands of the proposed project areas will be impacted; the <br />effect of Indian River development on ecologically valuable <br />seagrass beds should be considered. <br />10 <br />® M <br />
