JOHNS WATER CONTROL DISTRICT -TO I.R.C. <br />HEALTH INSURANCE PLAN <br />The Board reviewed the following memo dated 9/9/86: <br />TO: Honorable Board of County DATE: September 9, 1986 FILE: <br />Commissioners <br />SUBJECT: Add -the St. Johns Water Control <br />District to Indian River County's <br />Health Plan <br />FROM: Josep A. Baird REFERENCES: <br />OMB Director <br />The St. Johns Water Control District has requested that Indian River County <br />look into the possibility of adding their employees to the County health plan. <br />Staff has contacted Gulf life Insurance Company and we are able to add these em- <br />pyoyees to the insurance plan, however, they do not recommend we do so. Our <br />health insurance is basically a self-funded plan and every employee we add is <br />an additional liability. Currently, the St. Johns Water Control District has <br />six employees of which five are married and one is single. <br />Obtaining health insurance for a small group of employees has become al- <br />most cost prohibitive in some instances. The above mentioned district is <br />looking at Indian River County's health plan so thay they may offer their em- <br />ployees a good health plan at a lesser cost to the taxpayers. <br />OMB Director Joe Baird explained that Indian River County's <br />health insurance plan is self insured. If we.take people on our <br />plan who are in poor health, it will cost the County money, and <br />if we accept new people, possibly we should not cover pre- <br />existing conditions. <br />Commissioner Bird felt that we should handle this in a <br />professional manner, the same way as if we were an independent <br />30 <br />
