Dr. Tucker requested this because he did not feel even he had the <br />expertise to determine what equipment was needed. <br />Commissioner Lyons emphasized that the reason we hired this <br />particular architect was because of his medical expertise. <br />Chairman Scurlock understood that the architect is having <br />some difficulty meeting the budget, and wondered if the budget <br />was a little on the high side to begin with. He questioned <br />whether it would be too costly for us to proceed with the design <br />represented in the model presented to the Board by the architect. <br />Personally, he was not looking to win an award for design, but <br />just wanted to see a functional health facility. <br />Commissioner Bird asked if the Board authorized the <br />architect to proceed with final construction drawings on this <br />plan, and Director Dean said the architect had been to the Board <br />twice. <br />Commissioner Bird remembered seeing him only once, when he <br />brought the model in and we discussed taking off some of the <br />gingerbread. <br />Chairman Scurlock advised that when he met with the <br />architect, the architect specifically asked if he needed to do <br />additional renderings or if he could use the model, and he told <br />him that basically it was a Commission decision. He suggested <br />that the Board request the new Administrator to look into this <br />project also, as he would like to have his guidance. <br />Commissioner Bird still did not understand how the architect <br />proceeded this far without coming back to the Board. <br />Reading from the Minutes of the Regular Meeting of May 21, <br />1986, Chairman Scurlock advised that the Board unanimously (4-01, <br />he being absent) passed a Motion approving the conceptual plan <br />for the County Health Clinic and authorizing Architect Ramos to <br />proceed with final construction drawings in preparing for bid. <br />The Minutes also state that "Administrator Wright asked if the <br />e <br />Board wanted to see the final plan before it went to bid, and it <br />33 <br />S UP 16 1986 BOCK 6 Ftq:GE 766 <br />
