b. Tree Preservation Area: The proposed tree preservation area is not required by the County <br />LDRs and provides additional buffering to the immediate area. As mentioned above, the <br />applicant has agreed to provide a 25' wide tree preservation area as part of the conceptual PD <br />plan approval. <br />16. Concurrency: As required under the County's concurrency regulations, the applicant has applied <br />for and obtained a conditional concurrency certificate for the project. The concurrency certificate <br />was issued based upon a concurrency analysis and a determination that adequate capacity is <br />available to serve this project. The developer will be required to obtain final concurrency certificates <br />prior to issuance of building permits, in accordance with County concurrency regulations. <br />17. Surrounding Land Use and Zoning: <br />North: Single -Family / RS -2 <br />South: Single -Family / RS -2 <br />East: Vacant / RS -2 <br />West: Single -Family / RS -2 <br />All recommended conditions have been accepted by the applicant. <br />RECOMMENDATION <br />Based on the above analysis, staff recommends that the Board of County Commissioners grant special <br />exception use and conceptual PD plan approval, with the following conditions: <br />1. Prior to preliminary PD plan/plat approval, the applicant shall obtain Environmental Planning staff <br />approval for the project's tree mitigation plan. <br />2. Prior to issuance of a certificate of completion for the project, the applicant shall install the required <br />street light and fire hydrant, as depicted on the conceptual PD plan. <br />3. Prior to or via the final plat process, the applicant shall: <br />a. Establish a 25' wide tree preservation area along the project site's entire 46th Avenue <br />frontage. <br />b.
