Oceanside Subdivision Street Paving MSBU <br />January 14, 2015 <br />Page 2 <br />In order to formally establish the MSBU, the Board will need to hold two public hearings. At this first <br />Public Hearing, the Board is asked to adopt the attached resolution which states the following: <br />• the Board intends to use the uniform method of collecting the non ad valorem assessments <br />found in Florida Statute §197.3632, and <br />• the Oceanside Subdivision Street Paving and Maintenance MSBU is necessary to improve <br />the health, safety and well being of those residing and owning property within the boundaries <br />of the district. <br />Notice of the Public Hearing has been advertised in the Press Journal for the past four consecutive <br />weeks. <br />If the resolution is approved, staff will send a first class letter and a copy of the resolution to each <br />property owner in the proposed MSBU, advising them of the second public hearing and providing <br />them with a copy of the proposed ordinance establishing the MSBU. The public hearing on the <br />ordinance will be held in March or April, 2015. <br />Funding Funding for this proposed MSBU has not yet been established. Should the Board approve <br />the ordinance creating the MSBU, a budget amendment will be necessary. Costs for the two public <br />hearings include mailing notice to owners of $18.00, 5 advertisements for approximately $1,700.00 <br />reimbursement of costs to the Property Appraiser and Tax Collector of approximately $200.00, <br />will be paid from 00110214-033190 (General Fund / County Attorney / Other Professional). The <br />Property Appraiser and Tax Collector have entered into the required agreement that will help us <br />identify the names and addresses of the affected land owners and add a line to the affected land <br />owners' annual tax notice. <br />Recommendation After conducting the Public Hearing, Staff recommends approval of the attached <br />resolution and authorization to proceed with the second public hearing. <br />cc: David C.
