Baird, County Administrator <br />Vincent Burke, P.E., Director of Utility Services <br />Arjuna Weragoda, P.E., Capital Projects Manager AW <br />Subject: Draft Alternative Water Supply Plan — Phase I Preliminary Evaluation. <br />DESCRIPTIONS AND CONDITIONS: <br />On April 22"d, 2014, the Indian River County Board of County Commissioners (BCC) approved Work <br />Order No.11 with CDM Smith, Inc. (CDM) to evaluate the feasibility of an alternative water supply to <br />serve the residents of Indian River County. The subject authorization from BCC was only for the <br />Phase I portion of the evaluation. <br />ANALYSIS: <br />A draft of the Phase I -Preliminary Evaluation has been completed by CDM and an electronic copy was <br />submitted to the County July 25th, 2014. Staff reviewed the report and offered comments to CDM <br />August, 2014. CDM submitted a second draft October, 2014 and staff offered comments. The subject <br />draft has incorporated those comments and also included additional phases beyond the originally <br />approved three (3) phases. The additional phases identified in the study are as follows: <br />Phase 2 — Modeling to determine available volume of water in canal system; potentially a pilot <br />study; <br />Phase 3 — Negotiations with the various drainage districts to secure withdrawal permits and <br />pump station/transmission piping ROW; pre -application meetings with regulatory agencies; <br />Phase 4 — Negotiations with property owners; final site selection; preparation of purchase <br />agreements; ROW agreements for pipelines; <br />Phase 5 — Detailed design of the reservoir or ASR well system, piping and treatment; final <br />permitting; and <br />Phase 6 — Construction <br />The study not only evaluated an alternative water supply through a surface water reservoir, it also <br />investigated Aquifer Storage and Recovery (ASR), seawater desalination and an existing well <br />abandonment program. The surface water reservoir option was the primary alternative supply <br />evaluated in the subject report.
