McCoy, AICP; Ch>e , urrent Development <br />DATE: January 12, 2015 <br />SUBJECT: GHO Lake Sapphire Corp's Request for Final Plat Approval for a Subdivision to be <br />known as Lake Sapphire [2004120054-72091 / SD -13-07-01] <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of January 20, 2015. <br />DESCRIPTION & CONDITIONS: <br />Lake Sapphire consists of 31 single-family lots on 16.79 acres located on the north side of 5th Street <br />SW between 43rd Avenue and 58t Avenue. The property is zoned RS -3 (Residential Single Family — <br />up to 3 units per acre), and has an L-1 (Low Density 1 up to 3 units per acre) land use designation. <br />The density for Lake Sapphire is 1.85 units per acre. <br />On June 13, 2013, the county granted preliminary plat approval for the Lake Sapphire subdivision. <br />The applicant subsequently obtained a land development permit, constructed the required subdivision <br />improvements, and recently obtained a Certificate of Completion. The applicant has submitted a final <br />plat in conformance with the approved preliminary plat, and now requests that the Board of County <br />Commissioners grant final plat approval for Lake Sapphire. <br />ANALYSIS: <br />All of the required improvements for Lake Sapphire have been completed and inspected, and a <br />Certificate of Completion was issued on January 7, 2015. As part of the Certificate of Completion <br />process, the developer posted a maintenance bond to guarantee road and drainage improvements. All <br />improvements (stormwater tracts, landscape easements, roadways) will be private, with the exception <br />of certain utility facilities, which have been dedicated to and guaranteed to Indian River County as <br />required by the Utility Services Department.
