M <br />M <br />W <br />with the understanding that if the Board should decide not to <br />proceed with it, the developer will absorb the cost involved. <br />Commissioner Bowman expressed her preference to have this <br />matter go through the Planning & Zoning Commission. She pointed <br />out that we have some new members on that Commission and felt <br />they could gain some education on this subject. She believed <br />this is not a matter of a floodplain but a matter of water <br />quality. <br />Commissioner Bird inquired how this would relatel,to the <br />Grand Harbor project. <br />Chairman Scurlock felt they would not be able to proceed, <br />and Director Davis explained that Grand Harbor has lands inthe <br />ten year floodplain that they would like to fill and they are <br />saying that it would be a hardship on their development to have <br />to compensate for the storage in the floodplain. <br />Commissioner Bowman felt what they are saying is that they <br />are going to have more runoff directly into the river, but <br />Director Davis stated that they can meet the water quality and <br />stormwater runoff aspect. It is the flood protection stage which <br />involves compensating storage they are having a problem with. <br />Director Keating noted that if the Board desires to take <br />this through the Planning & Zoning Commission and still meet the <br />timeframe, this could be taken to the P&Z October 9th meeting as <br />an information item.
