Keat ng „ICP MENT CONCERNING DESIG- <br />Planning & Develop`tnent Director NATION OF POLLING PLACES <br />_FROM: Richard Shearer, REFERENCES: <br />Chief, Long -Range Planning Zoning Memo pnot2 <br />It is requested that the data herein. presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of September 30, 1986. - <br />DESCRIPTION & CONDITIONS <br />Ann Robinson, the Supervisor of Elections, has requested that the <br />Planning Department require future large residential developments <br />to furnish a location on site, such as a clubhouse, for polling <br />places. This request was based on the facts that the County's <br />population and number of registered voters is increasing rapidly <br />and that the elections office has had difficulty in finding <br />appropriate facilities to serve as polling places in some areas. <br />On August 28, 1986, the Planning and Zoning Commission voted <br />5 -to -0 to recommend approval of thin -ordinance. <br />ALTERNATIVES & ANALYSIS <br />In reviewing this request, the planning staff has determined that <br />the appropriate time to -require that space be designated for <br />polling places is when developments receive site plan approval. <br />Moreover, the staff feels that not only should large developments <br />with common meeting facilities be required to designate areas for <br />polling places, but that all residential developments which <br />require site plan approval and propose common meeting facilities <br />and all churches which contain common meeting facilities should <br />be required to designate such areas. These areas would be <br />available so that if the need arose in the future, the necessary <br />polling places would be available. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends approval of the <br />attached ordinance. <br />Planner Shearer noted that the proposed ordinance is roughly <br />based on a Collier County ordinance except they did not just base <br />it on PRDs. <br />Chairman Scurlock asked the County Attorney if we have the <br />legal ability to request this, and Attorney Vitunac believed it <br />is the same theory applied if the development is causing an <br />55 <br />-SEP 3 0 1986 <br />BOOK b5 Ff{"E 89' a <br />
