Keatil, Al CONSTRUCTION OF A PRINCI, <br />Planning & Developme t Director PAL RESIDENTIAL DWELLING <br />-FROM: <br />Art Challacombe REFERENCES: Single Family Docks <br />Chief, Environmental Planning DIS:ARTCHA <br />It is requested that the data herein presented be given formal - <br />consideration by the Board of County Commissioners at their <br />regular meeting on September 30, 1986. <br />DESCRIPTION AND CONDITIONS: <br />On July 16, 1986, the Board of County Commissioners directed <br />staff to prepare the required ordinance amendments which would <br />-allow a single family dock to be constructed on a vacant lot <br />prior to the construction of a principal residential dwelling. <br />This direction came as the result of concern from several <br />owners of vacant waterfront lots regarding possible state and <br />federal regulations which could prohibit single dock <br />construction or make permitting more difficult. <br />At the public hearing held on August 28, 1986, the Planning and <br />Zoning Commission unanimously voted to recommend approval of <br />the proposed ordinance to the Board of County Commissioners. <br />ALTERNATIVES & ANALYSIS: <br />The ordinance amendments provide for the construction of single <br />docks in all residential zoning districts where a single family <br />residential dwelling is permitted, including dock construction <br />in multiple family residential districts when proposed to be <br />accompanied by a single family dwelling at some time in the <br />future. <br />The proposed ordinance amendments provide for single dock <br />construction as an administrative permit to be approved by the <br />Planning & Zoning Commission pursuant to the procedures esta- <br />blished in Section 23, Indian River County Code of Laws & <br />Ordinances relating to site plan approval. With the <br />designation of single-family docks on vacant lots as <br />administrative permit uses, the Planning and Zoning Commission <br />then has the opportunity to attach reasonable conditions to <br />approval of dock requests. This may eliminate some of the <br />potential undesirable effects caused by accessory uses without <br />associated principal uses. <br />The ordinance revisions also set certain informational and <br />performance criteria which must be met by an applicant. <br />64 <br />� r � <br />
