Chairman Lyons felt this Public Hearing should be continued <br />to some date certain in order to give the Planning & Zoning <br />Commission more of an opportunity to consider this proposal <br />because it has come to our attention that the P & Z Commission <br />did not have a copy of the Development Order to consider at the <br />time of their meeting. Further, the Planning & Zoning Commission <br />has 4 new members, the issue was not considered until late in the <br />evening, and in his opinion, the issue was not fully and fairly <br />considered. <br />MOTION WAS MADE by Commissioner Lyons, SECONDED by <br />Commissioner Bowman, that the Board continue this <br />Public Hearing to a time certain after it has been <br />workshopped by both the County Commission and the <br />Planning & Zoning Commission. <br />Commissioner Bird wished to discuss further the reason why <br />Commissioner Lyons felt that the information before the P&Z <br />Commission was inadequate. <br />Commis,%ioner Lyons advised that the Minutes of Planning & <br />Zoning meeting have been amended since that meeting, and he felt <br />this whole thing is premature. One of the conditions is that <br />there be approvals by the State and Federal agencies and he sees <br />no written approval of this environmental plan. <br />Chairman Scurlock pointed out that he has yet to see a check <br />list of what has been approved by all the oth-er agencies <br />involved, and understood that if the Commission issues a <br />Development Order today, the developer still could not proceed <br />without the approval of the other agencies. Chairman Scurlock <br />stated that he is very pro to the Grand Harbor project, but he <br />has yet to see a flow chart showing where we are, where we are <br />going, and who is responsible for what. <br />Planning & Development Director Robert Keating emphasized <br />that the permitting process is very complex in that one permit <br />OCT 14 1986 6' <br />BOOK U6 61 <br />
