- ;� <br />OCT 2 n 1986 BOOK 00 FA,t 100 <br />.Grant Gilmore of the Harbor Branch Oceanographic Institution <br />suggested that the estuarine channels be aligned with the <br />p-revailing winds in order to get the maximum flushing. <br />Mr. Challacombe stated that he did not disagree with Dr. <br />Christenson in theory, but still recommended eliminating the <br />basin and going with channels widths at a maximum of 72 feet. He <br />strongly advised against taking out existing high marsh. <br />Richard Shaub, developer of Grand Harbor, emphasized what an <br />arduous task they have had in working this out with the various <br />agencies, and suggested a compromise on the language on the <br />widths in order to comply with the DER and Corps permits. <br />Attorney Egan suggested that at the end of Paragraph 2(d), <br />strike the period, substitute a comma, and state: "unless <br />otherwise permitted by the DER and the Army Corps of Engineers." <br />Chairman Scurlock asked if anyone had any objection to the <br />suggested language, and Mr. Challacombe reported that he had <br />talked with Janet Llewellyn of the DER and explained the County's <br />position in relation to their permitting. Mrs. Llewellyn <br />explained to him that if the County wishes to be more <br />restrictive, there should not be any problem with modifying the <br />DER and the other permits as long as it was in the environment's <br />best interests. <br />ON MOTION by Commissioner Lyons, SECONDED by <br />Commissioner Bird, the Board unanimously adopted <br />Resolution 86-89, amending the Development Order <br />approving the Grand Harbor Development of Regional <br />Impact; with the amendments to Section (8) and Section <br />(17) as recommended by staff. <br />13 <br />
