area, up until the time of the construction of the condos as the <br />FAA will not allow fixed -wing aircraft to fly over condos or <br />clusters of single -story buildings. They have treated this area <br />as many as 16 times a year, and hopefully, that will be precluded <br />by the open marsh system in addition to the rotary ditching <br />procedure. <br />Chairman Scurlock asked if the larvicide could be applied by <br />using a spraying vehicle, and Mr. Beidler stated they would try <br />that method in the smaller areas under the agreement that the <br />developer will furnish any specialized equipment. <br />Mr. Beidler believed that the District has all the bases <br />covered and stated that they have not run into any opposition as <br />yet. <br />Pollution Sources Mr. Challacombe advised that as a condition of <br />approval of the estuarine plan, staff is recommending, and the <br />developer has agreed, to construct a continuing upland edge swale <br />and berm system along the entire shoreline so that no run off <br />would be entering the estuarine system through the golf course <br />greens. <br />Planning E Zoning Commissioner Ruth Stanbridge had a <br />question about the DDT testing process, and Mr. Challacombe felt <br />that the testing and monitoring would be done by the DER. If <br />there appears to be a problem with DDT levels, those areas cannot <br />be opened up to the Indian River until such time as the developer <br />solves that problem. Further, a Certificate of Occupancy will <br />not be issued for any of the units until the estuarine system is <br />operational. <br />Commissioner Bowman asked about the effect of DDT levels <br />during a 100 -year storm, and Mr. Challacombe felt in that event <br />we would have a similar problem throughout the entire County. — <br />Mrs. Stanbridge pointed out that the Planning & Zoning <br />approval of the Development Order was not unanimous. She voted <br />in dissent for the reasons that the widths of the channels were <br />8 <br />L -OCT 2 0 1986 <br />
