ON MOTION by Commissioner Lyons, SECONDED by <br />Commissioner Bowman, the Board unanimously (4-0, <br />Commissioner Wodtke having left the meeting early) <br />delayed the start of a Feasibility Study for Phase III <br />of the new Jail for 6 months after the Jail is in <br />operation or long enough to see how it is functioning. <br />Chairman Scurlock advised that the Sheriff has a request on <br />next week's Agenda for more personnel. <br />PARKS 6 RECREATION COMMITTEE REPORT <br />Commissioner Bird asked for the Board's blessings on the <br />following matters: <br />PARKS AND RECREATION COMMITTEE MEETING <br />OCTOBER 16, 1986 <br />SUMMARY OF ACTIONS <br />RESTROOM FACILITIES AT JOE EARMAN PARK <br />The Committee discussed the conceptual plan for restroom <br />facilities at Joe Earman Park. It was recommended that a <br />Tennessee Privy be constructed. <br />MOTION: Unanimously recommended authorization to proceed with <br />the rei�troonr conceptual plan, and make application to the Florida <br />Boating Improvement Fund for an amount not to exceed $45,000 to <br />complete the park. <br />eREQUEST FOR FUNDS FOR PAVING ROADWAYS INTO LAUNCHING RAMPS AT BOB <br />SUMMERS PARK <br />These ramps are widely used by City and County residents alike. <br />There have been a lot of complaints about the dirt roads leading <br />to the ramps, and it is a lot of maintenance for the City of Vero <br />Beach. It is estimated that it will cost $52,000 to pave the <br />roads, and the City has requested a contribution toward the cost <br />of the project. - <br />MOTION: Unanimously recommended a $20,000 contribution toward <br />the cost of paving the roadways to the launching ramps at Bob <br />Summers Park, the money to come from Florida Boating Improvement <br />Fund. <br />USE OF KIWANIS-HOBART BALLFIELDS BY BABE RUTH LEAGUE <br />The Committee received a letter from Al Ryan requesting use of <br />the ballfields at Kiwanis-Hobart Park for the Babe Ruth League. <br />It appears there are some problems regarding the recruitment of <br />children for the league, as well as a problem with insurance <br />coverage. The Committee felt they did not want to get in the <br />middle of league problems, but they do need more information <br />regarding the Babe Ruth League, and about the North County <br />League schedules before a decision can be made regarding use of <br />the ballfields.
