Balczun <br />County Administrator <br />SUBJECT: USE OF 16TH STREET RECREATION COMPLEX <br />PARKING LOT <br />The Indian River County School District has requested autho- <br />rity to utilize tITe County's parking lot at the 16th Street Recrea- <br />tion Complexe for student parking on a daily basis during the <br />hours of 7:30 a.m. to 3:30 p.m. This matter is scheduled for <br />consideration at your October 28, 1986 meeting. <br />The staff has reviewed the request and recommends that such <br />approval be granted based upon certain conditions: <br />.: Initial agreement for one year with renewals at one <br />year intervals. <br />.: Board of Education must indemnify the County -against <br />all actions arising directly or indirectly from use <br />of the property. <br />.: Board of Education to maintain and make any and all <br />repairs to property during period of lease. <br />.: Board of Education to make all necessary arrangements <br />for, and underwrite all costs of enforcement and/or <br />control as set forth in paragraph no. 1 of James Davis' <br />memorandum to me dated September 30, 1986 (copy Attached). <br />.: Board of Education must implement and underwrite all <br />costs of any changes in ingress and egress which may be <br />necessitated. <br />.: Agreement may be terminated by the County with ninety <br />days written notice. <br />Please note Mr. Keating's suggestion(s) in his October 8, <br />1986 memorandum to me (copy attached) with respect to obtaining <br />assurances from the Board of Education for compliance with zoning <br />regulations in unincorporated areas in return for execution of% <br />the proposed agreement. <br />MOTION WAS MADE by Commissioner Lyons, SECONDED by <br />Commissioner Bowman, to grant approval of the School's <br />use of the 16th Street Recreational Complex for student <br />parking based upon the conditions recommended by staff <br />as set out in the above memo. <br />Commissioner Bird suggested that we add in the opening <br />paragraph that we agree to the requested parking between 7:30 <br />51 <br />
