Besides affecting an applicant, this situation <br />could also affect members of the general ,public wishing to <br />attend the public hearing. <br />Although the staff feels that it is desirable to decide issues <br />by all or most of the members of a particular board or commit- <br />tee, the staff realizes that establishing super -quorum require- <br />ments can cause hardships and delays for the general public. <br />In addition, whether a quorum is four or five, it will require <br />three affirmative votes- to approve an item. For those reasons, <br />the staff feels that the zoning code should be amended to <br />reduce the Planning and Zoning Commission's quorum requirement <br />from five to four members. <br />RECOMMENDATION: <br />The staff concurs with the Planning and Zoning Commission's <br />recommendation and recommends that the Board of Couaty <br />Commissioners direct the staff to advertise for an ordinance <br />amending the Planning and Zoning. Commission's quorum require- <br />ment from five to four members. <br />John Tippin, Chairman of the Planning & Zoning Commission, <br />emphasized that they are concerned about having 100% attendance; <br />they do have good attendance, and he believed all the Commis- <br />sioners take their positions very seriously. He noted that this <br />quorum has posed a problem for the public and for the people who <br />come from a long distance to attend the meetings. They are <br />taking extra efforts to be sure they will have the attendance, <br />and they do not want to have too many restrictions on the Board <br />members. <br />MOTION WAS MADE by Commissioner Lyons, SECONDED by <br />Commissioner Bowman, to direct staff to advertise <br />for an ordinance amending the P&Z quorum require- <br />ments from five to four members. <br />Commissioner Wodtke wished to know whether at the meeting <br />where three members had conflicts, they were conflicts of <br />attendance or of interests. <br />Mr. Tippin confirmed that it was attendance; one had - <br />business commitments in Canada, etc. He advised that they try to <br />determine a week or so in advance if the members can be present. <br />- A% 68 <br />BOOK 66 Pr�GF 268 <br />
