keeper, etc., report to him, but he reports to Director Thomas <br />and then Mr. Thomas reports to the Administrator. <br />Commissioner Lyons realized this project is very dear to <br />Commissioner Bird's heart, but -felt he may have put staff in sort <br />of an untenable position by dealing directly with the architect <br />to make a change, and stated that he would like to ask that he <br />not meet with the architect unless there is a member of the staff <br />present. He realized that it was 5:30 on Friday evening, but <br />staff can work then also if they are required to, and he felt we <br />should stop dealing with the architect. <br />Commissioner Bird noted that the project is 99% complete, <br />this involved dealing with the contractor, and the total amount <br />involved only amounted to 1/20th of 10 of the cost of the <br />project. He felt Commissioner Lyons was making a mountain out of <br />a molehill. Commissioner Bird emphasized that he believed this <br />was an economic decision that needed'to be made, and he made it. <br />He stated that he has tried to work with the staff and knew when <br />he made the decision, he could get criticized for second <br />guessing. <br />Commissioner Lyons stated that he just felt that Commis- <br />sioner Bird should not put himself in that position. <br />Chairman Scurlock felt all this is made pretty clear under <br />Section 1-37 "Non-interference Policy," which says: "The members <br />of the Commission and members of appointed boards and committees <br />of the Commission shall not interfere with the performance of the <br />duties of any employees of county government who is under the <br />direct or indirect supervision of county officers. The Board of <br />County Commissioners and appointed boards or committees or <br />members thereof shall deal with county affairs through the <br />. offices of the respective county officers.
