Commissioner Lyons asked if the sand ridge can support the <br />cart paths, and Commissioner Bird believed when the turf is <br />established, it will be able to, but in some places, a hard <br />surface will be needed. <br />Chairman Scurlock felt the overall question is that <br />Director Thomas is saying that if he is running the show, it <br />should be run through him and the administration. <br />Commissioner Wodtke realized that Commissioner Bird will <br />have to stand by his decision, but someone has to make these <br />decisions, and while he did not want to put Director Thomas on <br />the spot, he asked what he would have done if he were Commis- <br />sioner Bird in that position at 5:30 on a Friday afternoon. <br />Director Thomas did feel that he is continually being put on <br />the spot, and noted that, as a matter of fact, he was there that <br />Friday with Bob Komarinetz until 5:00 P.M. <br />Commissioner Bird stated that Director Thomas was not there <br />when Tommy Guettler and the grass planting foreman came to him <br />about the planting, and the matter involved only amounted to <br />$1,600. Commissioner Bird emphasized that other than this one <br />it -em, h -e dizt not feel we have had a problem whatsoever with the <br />_coordination with staff since the beginning. He felt it has gone <br />very smoothly; that we probaby have stayed closer to our time <br />schedule and budget than any major project since he has been a <br />Commissioner; and he did not believe any major decisions have <br />been made that have not gone through channels. <br />Commissioner Lyons had a feeling that the contractor some- <br />where decided they would rather deal with Commissioner Bird than <br />with Mr. Thomas, and he felt they should be put on notice that <br />their dealings with the county and any action they take must be <br />through the county administration and approved by the county <br />administration. <br />Director Thomas stated that if it can't be that way, he did <br />not want to be involved in it. <br />OCT 2 81986 78 BOOK FA�r d <br />
