OCT 2 8 <br />1996 <br />BOOK <br />66 <br />Commissioner Wodtke stated that he would <br />like to <br />get this <br />set up by November 18th. <br />Chairman Scurlock noted that we have consultants still <br />working on part of the Beach Management Program, and he had felt <br />we would come up with an overall approach not only in regard to <br />nourishment but beach management, of which a tourist tax possibly <br />would be one source of funding and possibly some sort of weighted <br />taxing district. He was hoping the Beach Preservation and <br />Restoration Committee would come up with a five year program for <br />beach management encompassing everything for coastal protection <br />and that based on that we would then go to the public and say we <br />have a mechanism to fund this, here is the budget, and this is <br />how we will approach it countywide. <br />Commissioner Wodtke agreed we need to investigate all <br />sources, and believed the deadline for the beach study is January <br />1st. The Committee is asking this step be taken because the <br />tourist tax is one possible source of revenue. The federal <br />formula has changed to 65% federal and 35% non-federal, and we <br />don't know if the state formula will be 75% of the 35% non- <br />federal; however, in order for this funding source to be <br />available, the procedure must be set in motion. <br />Assistant County Attorney Barkett informed the Board that, <br />at the absolute minimum, the Supervisor of Elections needs six <br />weeks before the referendum to get this on the ballot, which puts <br />us back to January 7th; then 60 days before the ordinance is <br />enacted to establish the Tourist Development Council puts us back <br />to November 25th. He believed the Council should be appointed by <br />November 18th at the latest. <br />ON MOTION by Commissioner Lyons, SECONDED by Com- <br />missioner Wodtke, the Board unanimously authorized <br />staff to proceed with the steps necessary to go to <br />a referendum on a Tourist Development Tax and <br />81 <br />
