NOV' 12 1986 BOOK <br />PROCLAMATIONS HONORING OUT -GOING COMMISSIONERS <br />6s f.r <br />Chairman Scurlock spoke warmly of the history of his <br />relationship with Commissioner Lyons, both -in serving with him <br />over the years on the Vero Beach City Council and the County <br />Commission and emphasized what an outstanding influence <br />Commissioner Lyons has had, not only on him, but the county as a <br />whole. He felt we all will miss him tremendously. <br />Commissioner Lyons expressed his thanks and also his <br />appreciation of being able to work with Chairman Scurlock. He <br />stated that he leaves behind him a very fine man who works hard <br />for the county and whom he trusts implicitly. <br />Chairman Scurlock read aloud the following Proclamation <br />honoring Commissioner Lyons: <br />P R O C L A M A T I O N <br />WHEREAS, PATRICK B. LYONS announced his retirement as a <br />County Commissioner and we wish to express our appreciation for <br />his outstanding career on behalf of local government; and <br />WHEREAS, PATRICK B. LYONS was elected to the Board of County <br />Commissioners in November of 1978 by the citizens of Indian River <br />County; and <br />WHEREAS, he was elected Chairman by his fellow Commissioners <br />in November 1980 and January 1985, and elected Vice Chairman in <br />January 1984 and January 1986, which office he still holds; and <br />WHEREAS, PATRICK B. LYONS served with distinction as a <br />member of many committees, including the Animal Control Committee <br />who was assigned the task of drafting the Animal Control <br />Ordinance; Emergency Medical Services; Indian River Council on <br />Aging; Fast Track Committee; he served as Chairman and member of <br />the Treasure Coast Regional Planning Council; Gifford Housing <br />Improvement Committee; Community Development Advisory Committee; <br />Board of Trustees for the Indian River County Law Library; he was <br />instrumental in establishing the Gifford Street Lighting <br />District; he served on the Marine Island Advisory Committee and <br />assisted in drafting the Ordinance designating the Spoil Islands <br />as a Marine Park Zoning District; and <br />WHEREAS, over the years he has worked diligently to bring <br />many problems to a successful conclusion such as the construction <br />of a Criminal Justice Complex including a new Jail, Minimum <br />Security Building, Sheriff's Administration Building; 911 <br />Communication Center; and <br />4 <br />
