NOV 18 1986 BOOK 66 on 462 <br />existing funding budgeted to do a conceptual plan, and he would <br />like to see us proceed with that. <br />Intergovernmental Relations Director Thomas noted that the <br />- Board authorized up to $50,000 out of the special trust fund to <br />commence engineering and conceptual planning for the entire park <br />system. So far we have spent around $6,000, and he believed that <br />such a conceptual plan could be used at any site the County ended <br />up buying. This account, which is the fund set up on monies from <br />lands that are sold, currently has $130,000 in it less $6,500. <br />Commissioner Eggert asked if the fact that this particular <br />site will encompass wellfields will affect the conceptual plan. <br />Director Davis advised that the welifields will be 700-900' <br />down so they should not interfere with any plans. <br />Commissioner Bird continued that the third step in the <br />process after we determine what we need and what it will cost, is <br />to determine where the money will come from; so, the Committee <br />will be coming up with some options such as sale of surplus land <br />or contributions from the library and utilities. He felt we will <br />have to pool several sources of funds together, and advised that <br />Director Davis would like to have us include a study of the <br />feasability of user fees for some of our park facilities. <br />Director Davis informed the Board that the firm who did the <br />Golden Sands plan is May, Southard & Etheridge, a multi - <br />disciplined firm with considerable experience. They have done <br />work for the state at Sebastian Inlet Park and designed Spessard <br />Holland Park in Brevard County. <br />ON MOTION by Commissioner Bird, SECONDED by Commis- <br />sioner Eggert. the Board unanimously authorized staff to <br />negotiate a supplemental agreement to the Golden Sands <br />Professional Service Agreement to include a master plan <br />design for the 20th Avenue Oslo Road property, a master <br />plan for the Fairgrounds, and also a user fee study. <br />92 <br />
