Keatl.n , AIep DISTRICT ALLOWING SINGLE - <br />Director, Planning &-Development FAMILY RESIDENCES & <br />MOBILE HOMES IN ROSELAND <br />FRO^^�•� REFERENCES: <br />'chard Shearer <br />Chief, Long -Range Planning Mensing Memo TK2 <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of November 18, 1986. <br />DESCRIPTIONS & CONDITIONS <br />On May 21, 1986, the Board of County Commissioners discussed the <br />possibility of creating a new zoning district which would allow <br />both single-family residences and mobile homes. A request was <br />made to establish such a zoning district at the May 8th meeting of <br />the Planning and Zoning -Commission during a public hearing <br />concerning the Roseland Small Area Plan. Based on this request, <br />the Planning and Zoning Commission tabled action on the Roseland <br />plan and referred the matter of a new zoning district to the Board <br />for direction. On May 21st, the Board instructed the staff to <br />prepare. some alternatives for regulating mobile homes and <br />single-family dwellings in Roseland in the future. <br />On June 25, 1986, the Board of County Commissioners authorized the <br />staff to set up public hearings on a proposed new zoning district <br />for Roseland. <br />The County formerly had a district _(the R-lRM district) which <br />allowed both mobile homes and single-family units. In April of <br />1985,when the new residential districts were adopted,_ the R-1RM <br />district was repealed. Since a large part of_ Roseland was <br />zoned R-1RM until that district was repealed, the residential <br />conversion ordinance.. rezoned those areas to RMH-8, Mobile Home <br />Residential District.' The RMH-8 district allows mobile homes <br />up to 8 units per acre, but prohibits single-family units. <br />The area in Roseland that was zoned R-lRM contains approximate- <br />ly 110 mobile homes, vacant land, and about six single-family <br />dwellings. During the fall of 1985, the Roseland Property <br />Owners Association approached the Planning Department about <br />this situation and inquired if this area could be rezoned to <br />R-1RM or another zoning district that would allow mobile homes <br />and single-family dwellings. The Association also indicated <br />that they felt the existing RMH-8 zoning was inappropriate <br />because it allows up to 8 units per acre and they felt this <br />area should be limited to about 4 units per acre. Based on <br />this inquiry from the Association, the staff began work on the <br />Roseland Small Area Plan. <br />34 <br />
