NOV 1g 1986 BOOK 4,16 <br />would like to appoint Commissioner Wheeler to work on this <br />between now and next week. He felt we can adopt the Resolution <br />and defer the appointments until next week. <br />- Discussion ensued as to the required membership on the <br />Council, and Commissioner Wheeler believed it indicates three of <br />the members may be people interested in the tourist industry, not <br />necessarily owners, and he felt this leaves it quite open. <br />Commissioner Bird asked if one of the primary purposes of <br />establishing this tax was to generate funds for beach <br />restoration, and Chairman Scurlock clarified that it is more than <br />that; originally the Bill didn't even include beach renourish- <br />ment, and now it is even possible it would allow the funds <br />generated to be used for making up the shortfall to develop our <br />new beaches in the North County. <br />Commissioner*Wheeler believed we have until next Tuesday to <br />make appointments; the nine man Board will simply draw up what <br />they anticipate using the money for and establish the need for <br />the tax. Then if it is approved by the voters, those appointed <br />to the Council would continue to serve in that capacity and do an <br />annual budget to be approved by the Commission. <br />Commissioner Bowman noted that first among the specific <br />purposes listed for the Council to consider is a public <br />convention center, and she hoped we are not committed to that. <br />Chairman Scurlock confirmed that we are not, but believed we <br />will have to have a good program to set forth so that the <br />majority of the community will vote for it. <br />ON MOTION by Commissioner Eggert, SECONDED by Com- <br />missioner Wheeler, the Board unanimously adopted <br />Resolution 86-102, deferring naming the appointments <br />until next week's meeting. <br />(RESOLUTION..86-102 WILL BE MADE A PART OF THE RECORD.) <br />(REFER TO MINUTES OF NOVEMBER 25, 1986) <br />66 <br />
