Air Curtain Incinerator & Supporting Equipment - Landfill <br />The Board reviewed memo of Utility Director Pinto: <br />TO: BOARD OF COUNTY COMMISSIONERS DATE: NOVEMBER 20, 1986 <br />THRU: LES BALCZUN, ADMINISTRATOR <br />FROM: PINTO, DIRECTOR OF UTILITY SERVICES <br />SUBJECT: AIR CURTAIN INCINERATOR AND SUPPORTING EQUIPMENT - LANDFILL <br />BACKGROUND <br />In the normal landfill operations, all segregated land clearing <br />debris and yard trash has been burned in an air curtain incinerator <br />located at the landfill site. The unit is regulated by the Florida <br />Department of Environmental Regulation (DER) under Florida <br />Administrative Code Chapter 17-2. DER representatives recently <br />inspected the unit and, as indicated in the attached letter, have <br />cited it for excessive emissions and structural inadequacies. The <br />incinerator has been in operation for over five years and has reached <br />the point of deterioration _where it will not operate in compliance <br />with State regulations and is far beyond reasonable repair due to <br />structural failure. <br />In addition, the incinerator is presently loaded by use of a crane. <br />Material to be burned has to be moved from the dumping area to a <br />small staging site where the crane can pick the material up and place <br />it into: the incinerator. This method of operation is not only <br />cumbersome but inefficient in that it requires multiple handling of <br />the material and the use of two separate machines and operators. <br />Further, the crane utilized at the burner is the dragline that is <br />normally utilized in the borrow pit for excavation of cover material. <br />It is presently being operated at the burner because the crane <br />normally used is broken down and beyond repair. <br />In short, the incineration of land clearing debris and burnable <br />materials at the landfill is practically at a standstill and the <br />material is rapidly accumulating on the site. This comes at a time <br />when the closing of the first phase of the landfill is rapidly <br />approaching and we need all available space until a DER permit has <br />been obtained and construction has been completed on Phase II. <br />Use of an air curtain incinerator in the normal operations of the <br />landfill has been invaluable in saving space and extending the life <br />of the landfill. In addition, the incinerator units are acceptable <br />under State air regulations for the reduction of land clearing <br />debris, yard trash, and clean wood. <br />-The landfill life extension capability of the incinerator has been <br />extremely valuable in the final closing stages of the current <br />landfill phase and has probably given the phase an additional one and <br />half years of operational life. In fact, if the burnable materials <br />presently stockpiled for burning had been placed on the working face <br />of the landfill, the first phase would probably be filled to capacity <br />and require closing. <br />RECOMMENDATION <br />Staff has investigated the costs for replacement of the air curtain <br />incinerator and supporting equipment and has determined the following <br />a imate costs: - <br />1 <br />
