DEC 2 1986 BOOK 6 r,� 5 <br />This situation has recently been recognized as a problem by <br />both the City of Vero Beach and Indian River County. In each <br />jurisdiction, there are several areas where the house numbering <br />does not conform to the established system. Because of resis- <br />tance by local residents, it is difficult for the staff to <br />change incorrect existing house numbers. Without an ordinance <br />_ requiring adherence to the established system, correcting. <br />problems becomes almost impossible. <br />ALTERNATIVES & ANALYSIS: <br />In staff meetings between the County and the City of Vero <br />Beach, a consensus has been reached regarding this matter. <br />After assessing conditions, both staffs feel that a formal <br />ordinance officially establishing the grid system and requiring <br />conformity to it is necessary. Consequently, the staff of each <br />jurisdiction developed a draft ordinance to accomplish the <br />stated purpose. <br />Several alternatives exist regarding the 911 situation. First, <br />the Commission has the choice of taking no action and retaining <br />the existing system with its flaws, including some inaccurate <br />house numbering or incorrectly designated roadways. Alter- <br />nately, ---the Commission could direct staff to initiate the <br />process of adopting a grid/house numbering/911 ordinance. <br />Another alternative is to implement an ordinance either county- <br />wide or limited to the unincorporated area. Since the staff of <br />the City of Vero Beach already has a. draft ordinance as does <br />the County staff, either alternative would be supported by the <br />city staff. Because of the countywide nature of the 911 <br />system, the staff feels that the ordinance should be countywide <br />in scope. <br />It is the staff's position that an ordinance formalizing the <br />grid system and requiring conformance with it is necessary. <br />This is a position shared not only by the City of Vero Beach <br />but also by the emergency agencies which use the 911 system on <br />a daily basis. To get the most effective ordinance, it would. <br />be necessary to combine the existing draft ordinances of both <br />the City and the County into one ordinance to have countywide <br />jurisdiction. <br />RECOMMENDATION: <br />It is recommended that the Board of County Commissioners <br />authorize the staff to initiate the process of adopting a house <br />numbering/911 ordinance to be effective countywide. <br />ON MOTION by Commissioner Eggert, SECONDED by Com- <br />missioner Wheeler, the Board unanimously authorized <br />staff to initiate the process of adopting a countywide <br />house numbering/911 ordinance. <br />L.
