The Hutchinson Island Resource Planning & Management Plan <br />The Code of Laws & Ordinances of Indian River County <br />Chapter 16Q-20, Florida Administrative Code <br />The proposed dockage projects are to be located within the city <br />of Vero Beach and are not subject to County Code requirements. <br />The docks are not to be located in the Indian River Aquatic <br />Preserve and, therefore, are not subject to chapter 16Q, <br />Florida Administrative Code requirements. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners authorize <br />staff to transmit a letter to the D.E. R. with the following <br />comments: <br />1) The proposed dockage projects are to be located within the <br />city limits of Vero Beach and therefore are not subject to <br />County Code Requirements. <br />2) The Department of Environmental Regulation and other <br />appropriate agencies should evaluate the potential impact <br />of the projects on ecologically significant submerged <br />bottomlands such as seagrass beds in the Indian River. <br />3) The Department of Environmental Regulation and other <br />appropriate agencies should consider the potential cumu- <br />lative impacts of dockage projects upon the Florida <br />Manatee. <br />Commissioner Wheeler asked if there are any recent studies <br />that indicate in any way that docks and boats that use docks hurt <br />the manatees, and Director Keating explained that substantial <br />deaths have resulted from boat propeller injuries. <br />Planner Roland DeBlois advised that the U.S. Fish & Wildlife <br />Service has set forth a jeopardy letter regarding manatees which <br />focuses mostly on multiple family dock projects. Most of the <br />studies he has seen have focused on various size boats vs. <br />shallow and deepwater. <br />Chairman Scurlock explained that the agencies will review <br />these items in any event, but we forward our comments to show our <br />continuing concerns for the environment. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Bowman, the Board unanimously authorized <br />staff to forward the comments as set out in the above <br />memo to the DER. <br />7 <br />EC 1986 BOOK F,a' <br />
