Pinto, Director of Utility Service <br />SUBJECT: ROCKRIDGE WASTEWATER SYSTEM/EPA GRANT <br />BACKGROUND <br />Indian River County has applied for a DER/EPA Construction Grant to <br />construct sanitary sewer in Rockridge and Blue Cypress Lake.. <br />,3. Subdivisions. EPA has accepted the project under preliminary review <br />and placed them on their Priority List. After further review, it was <br />found the Blue Cypress Lake Subdivision is not eligible. Rockridge <br />is eligible. The first review for eligibility.is to determine if <br />two-thirds of the units to be served were built prior to 1972. <br />Rockridge was; Blue Cypress was not. <br />DESCRIPTION <br />To continue the process, DER has requested a Financial Capability <br />Study which the Board approved, and the Rockridge Sewer Collection <br />System Study as described in Scope of Work, Exhibit "A", attached. <br />All indications are that we will receive the Grant, although there <br />are no guarantees. <br />RECOMMENDATION <br />The Utility staff recommends that we proceed and supply DER/EPA with <br />the required information which is to be provided by Camp, Dresser, & <br />McKee, Inc. as described in the Scope of Work, Exhibit "A", for a <br />cost not to exceed $12,900.00. <br />The DER requested this information to be submitted immediately to <br />prevent the project from being rejected. Based on this, we <br />authorized the consultant to proceed at his risk, payment depending <br />upon Indian River County Board of County Commissioners' approval. <br />L*14104'_IW4 <br />Utility staff recommends approval of Work Authorization to Camp, <br />Dresser and McKee, Inc., for cost not to exceed $12,900.00. <br />Commissioner Bird asked what happens to Blue Cypress Park <br />since it doesn't qualify for the grant, and Director Pinto <br />explained that it will be done as an assessment project. Staff <br />will put the project -.together, go to the preliminary public <br />hearing, and see if the people are still interested when they <br />know the actual cost. <br />Commissioner Bowman expressed surprise that Blue Cypress <br />did not qualify as she felt many of the units out there have been <br />there for a very long time. <br />Director Pinto advised that this information was obtained <br />24 <br />
