The School Board is <br />saying that as soon as the building is completed, they would <br />prefer to void the lease and return the building and the land to <br />the county and the county could have a lease with the League. <br />Chairman Scurlock inquired whether the School Board took the <br />position that they would not contribute any -additional funds to <br />this capital project. <br />Commissioner Bird advised that Superintendent Burns wrote a <br />memo indicating he did not feel there were any capital funds -- <br />available for them to contribute to this project this year, and <br />Commissioner Bird advised that on behalf of the Board, he pointed <br />out that it was a very lean year for the county also and while he <br />felt we might be able to assist with some maintenance, we cannot <br />commit ourselves to anything at this point. <br />The Chairman asked Administrator Balczun if we have any <br />additional money we might be able to commit to this project, and <br />Administrator Balczun stated that we do not this year, and he <br />doubted that we would be in that position in the next year or the <br />year after because of some of the very large projects we are <br />already committed to. <br />Commissioner Wheeler wished to know why the county is in- <br />volved in this at this point and why we don't just give the <br />property back to Indian River Shores and let them deal with the <br />School Board, especially since the PECO funds are tied to <br />educational programs. <br />Commissioner Bird explained that the reason the School Board <br />feels the county should be involved is that the Gifford community <br />is part of the unincorporated part of the county and they also <br />believe the uses will not be primarily educational, but community <br />type uses, i.e., recreation, cultural, social, civic, etc., which <br />lend themselves more to the responsibilities of the Board of <br />County Commissioners.
