BoudreauAREFERENCES: <br />Staff Planner, Long -Range Planning <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of January 6, 1987. <br />DESCRIPTION & CONDITIONS <br />On July 16, 1986, the Board of County Commissioners adopted an <br />ordinance increasing the number of members on the Planning and <br />Zoning Commission from five to seven members and increasing the <br />number of members making up a quorum from three to five members, <br />effective September 1, 1986. <br />Upon request by the Planning and Zoning Commission at its regular <br />meeting of October 9, 1986, the planning staff forwarded a <br />request to the Board of County Commissioners to reduce the <br />required quorum of the Planning and. Zoning Commission from five <br />(5) to four (4) voting members. <br />On October 28, 1986, the Board of County Commissioners authorized <br />the planning staff to proceed with processing an amendment to the <br />zoning ordinance to reduce the number of Planning and Zoning <br />Commission members required for a quorum from five to four. <br />On December 11, 1986, the Planning and Zoning Commission voted <br />7 -to -0 to recommend approval of this request. <br />ALTERNATIVES & ANALYSIS <br />In analyzing the Planning and Zoning Commission's proposed quorum <br />reduction from five to four members, the planning staff <br />recognizes that having a required quorum of five Planning and <br />Zoning Commission members in certain circumstances can create <br />problems. <br />Specifically, a problem would arise if two members were absent <br />and one member had a conflict of interest. Reducing the required <br />quorum to four members would allow avoidance of this problem and <br />would not adversely affect the Commission's effectiveness because <br />it would still require three members to approve any request. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends that the required <br />quorum be reduced to four members -.-- <br />37 <br />BOOK 66 f',�GE 3 <br />
