Dea <br />Director <br />General Services <br />SUBJECT: I.R.C. 911 Center <br />Permission to negotiate with <br />General Contractor <br />REFERENCES: <br />Mr. Charles Block, Architect on the subject project, has submitted an <br />estimate of construction cost that will cover the interior on the 911 <br />Center. This estimate also defines each line item of cost. Past <br />experience with this project indicates Mr. Block's estimates have <br />been within plus or minus 20. <br />In order not to delay the project, staff recommends authority be <br />granted to the architect to negotiate with the general contractor for <br />this work. The finished Change Order will be brought back to the <br />Board for final approval. <br />Commissioner Eggert noted that her question once again is <br />have we seen it all? <br />Chairman Scurlock stated that he had the same question and <br />also felt we must identify very quickly who the owner is, and it <br />is not the Sheriff. It is the one who pays the bill and that is <br />the County Commission. Also he did not want the architect <br />negotiating for the county; he wanted the county negotiating for <br />the county. <br />Administrator Balczun agreed that on any capital project, we <br />should negotiate for the county, and we may or may not want to <br />hire experts to advise us technically during this process. <br />Mr. Block noted the intention obviously was for the county <br />to negotiate, but particularly in such a specialized field, he <br />believed there should be a professional involved in the <br />negotiation. <br />�hairman Scurlock just felt the architect should be sure <br />whom he is working for and that is the county. What he sees <br />happening is the Sheriff getting involved with his own ideas, and <br />22 <br />
