Shearer, REFERENCES: <br />Chief, Long -Range Planning <br />It is requested that the data herein presented be given formal. . <br />consideration by the Board of County Commissioners at their <br />regular meeting of January 20, 1987. _ <br />DESCRIPTION & CONDITIONS <br />Grand Harbor, Inc., the owner, is requesting to rezone 7.6 acres <br />located on State Road A -1-A approximately 1.5 miles south of <br />County Road 510 from RS -6, Single -Family Residential District (up <br />to 6 units/acre), to RM -4, Multiple -Family Residential District <br />(up to 4 units/acre). <br />The applicant is proposing to develop this site for a beach club. <br />On January 8, 1987, the Planning and Zoning Commission voted <br />5 -to -0 to recommend approval of this -request. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the appli- <br />cation will be presented.' The analysis will include a descrip- <br />tion of the current and future land uses of the site and sur- <br />rounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on environ- <br />mental quality. <br />Existing Land Use Pattern <br />The subject property and the land south and west of it is <br />undeveloped. North of the subject property is the Indian Trails <br />Recreation Area and Sales Office in the Town of Indian River <br />Shores which is zoned R -2A, Multiple -Family (up to 8 units/acre) <br />East of the subject property is the Atlantic Ocean. <br />Future Land Use Pattern <br />The Comprehensive Plan designates the subject property and the <br />land south of it as LD -2, Low -Density Residential 2 (up to 6 <br />units/acre). The existing RS -6 zoning and proposed RM -4 zoning <br />are both in conformance with the LD -2 land use designation. The <br />land north and west of the subject property is located in the <br />Town of Indian River Shores. Indian River Shores has this <br />property designated as Medium -Density (up to 8 units/acre) on <br />their Comprehensive Plan and have zoned this area R -2A, a <br />mult_Dle-family zoning district allowing up to 8 units per acre. -- - <br />The:roposed RM -4 zoning is consistent with the surrounding <br />multiple -family zoning in Indian River Shores except that the <br />RM -4 district only allows half of the density allowed in the <br />town's R -2A district. <br />Transportation System <br />The subject property has access to State Road A -1-A (classified <br />as an arterial street on the County's Thoroughfare Plan).
