JAN 2 C 151"97 <br />BOOK <br />this will be an upscale facility which will not attract riffraff, <br />but felt what we also must take into consideration is that this <br />is on the barrier island and parking is a real problem. He had a <br />concern that there is not enough parking and asked if we can do <br />something about this. <br />Director Keating agreed with the concerns pointed out but <br />explained that there are two ways a private club can come in - <br />one, in a development like Sea Oaks as an accessory use to the <br />development, and this doesn't need special exception approval. <br />Beach clubs, country clubs, tennis clubs, etc., were put in the <br />Zoning Ordinance as special exceptions to reflect certain <br />characteristics. In the sense of a beach club, it is to reflect <br />the fact that we have a major resource - the ocean - and one of <br />the county policies is to encourage access to that resource. <br />Special exception uses do not generally fit in with surrounding <br />properties but if they are regulated carefully they can. They do <br />not necessarily have restaurants or other such ancillary uses, <br />however, and Director Keating believed the Board could limit the <br />specific uses within the beach club development and also could <br />require more parking. He encouraged.the Board to put in any <br />conditions they feel necessary. <br />The Chairman asked if anyone present wished to be heard. <br />Attorney George Moss came before the Board representing Mr. <br />Schaub and Grand Harbor. He informed the Board that they have by <br />letter addressed each of the concerns of the Town of Indian River <br />Shores and have agreed to be annexed into the Town and become a <br />part of their tax base and, therefore, subject to their police <br />protection. It was his understanding that if these conditions <br />were met, the Town would back the project. As to the Commis- <br />sion's concern about commercial facilities, he assured them that <br />going to be an upscale facility that does meet the thrust <br />of the Hutchinson Island project in providing access to the ocean <br />for those who don't Live there. Mr. Moss emphasized that it is a <br />private club, not a commercial institution, and will be only for <br />38 <br />
