"All outdoor <br />lighting shall be adequately shielded in order to prevent <br />reflection onto adjacent properties." She advised that she would <br />like to add to this "or onto the turtle nesting areas." After <br />they were annexed, they would have to comply anyway. <br />Attorney Moss had no objection to that provision or to <br />complying with the Town's ordinance. <br />Joe Dorsky, City Manager of Indian River Shores, advised <br />that if this property were now part of Indian River Shores, the <br />Town probably would not allow the club to be built for the use of <br />another city; however, the Town recognizes that the property is <br />not in Indian River Shores and wishes to express its concerns for <br />the Board to consider. He believed the Town's concerns are the <br />same as those expressed by the Board, i.e., the parking problem, <br />the possible overflow onto A -1-A, the jurisdictional problem with <br />enforcement if the property were to remain in the county. Mr. <br />Dorsky confirmed that Grand Harbor has agreed to be annexed and <br />this would remove the jurisdictional problem. He disagreed with <br />the County's planners who indicated an average traffic flow of <br />300 trips daily and advised their traffic engineer felt the peak <br />could be 3 to 5 times that. Mr. Dorsky reported that they do <br />have provisions in place to three lane A -1-A and provide decel- <br />eration lanes from the north boundary of the Town (Bay Tree) down <br />to Indian Trails, and he felt it would help solve turning and <br />intersection problems if the three-laning were extended <br />Chairman Scurlock commented that apparently their agreement <br />to annex isn't something under consideration by this Board, and <br />Attorney Vitunac confirmed the Board must deal with this under <br />the assumption that the property will remain in the county <br />forever. <br />Attorney Moss advised that they will be glad to set aside <br />three acres across the street for parking if the Board and the <br />Town so desire. <br />40 <br />
