Nearing REFERENCES: Schaub <br />Staff Planner DAVE <br />It is requested that the data presented herein be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of January 27, 1987. <br />DESCRIPTION AND LOCATION: <br />The purpose for this memorandum is to convey to the members of the <br />Board additional information and revisions pertaining to Schaub <br />Communities' request for special exception approval to locate a <br />beach club in a County enclave within the Town of Indian River <br />Shores which the Commission rezoned from RS -6, Single Family <br />Zoning District, to RM -4, Multi -Family Zoning District on January <br />20, 1987. <br />At the January 20, 1987, meeting of the Board of County Commis- <br />sioners, action on the Schaub special exception request was <br />postponed until January 27, 1987 in -order to allow the developer <br />sufficient time to address the following concerns: <br />1. The need for an 8 foot wide public bike path along the west <br />side of A -1-A; <br />2. The need for a detailed plan to protect sea turtle nesting <br />areas from project lighting; <br />3. The need for three laning of this section of Highway A -1-A; <br />and <br />4. The need for sufficient parking for peak use periods and <br />accommodation of all potential patrons from the projects for <br />which this facility is proposed to serve. The Board of <br />County Commissioners has recommended the addition of 31 to 36 <br />parking spaces. That will increase the available parking <br />spaces from the present 89 spaces to 120-125 spaces. <br />Since the last Board of County Commissioners meeting, the appli- <br />cant has submitted revised plans which include a conceptual plan <br />for additional parking on the west side of Highway A -1-A opposite <br />- the main site. <br />ANALYSIS: <br />The applicant has responded to the four concerns through revision <br />of the site plan as follows: <br />1. An 8 foot wide bikepath is added to the west side of A -1-A, <br />plus an additional 10 foot right-of-way dedication along the <br />west side of A -1-A is depicted. <br />23a <br />
